Data deploy not deploying as intended

Hi All,
I'm using data deploy to deploy some files to the database. I have two comma seperated field values and each field value has 2 comma seperated values. Now when i want to deploy it i should be geting 4 records. but here i'm geting only two records, the values from the ID (the first field ) repeats in both teh records but the type value ( the second feild) first value is stored in both the records.

I'm using temasite 5.5.2 version.
