You're asking the wrong question.

The solution isn't to remove the spaces - it's to change the encoding. That's an artifact of an encoding error. Set the <meta> tag in your generated page to indicate that the content is UTF-8 encoded, and I suspect you won't see those problems any more.

I agree with Dwayne, but your regex should read:

s/\s{2}(\s*)/&nbsp;&nbsp;/g;

This replaces all whitespace characters of length at least 2 with two non-breaking spaces.
