Document submission by public users

My company wants to setup an online job application web site for members of the public to submit their resume online.
Is it possible to have a public web page where job applicants would upload their resume and the document would be uploaded to Teamsite?
I understand the username and password would be store encrypted in the database. During upload a java class would login to teamsite and upload the file to teamsite.

I would like to know if all this is possible and what are the best practices.

This would seem to be a perfect example of the sort of thing that is supposed to be most easily handled by CSSDK. If you didn't want to use CSSDK, you could write a script that runs through cron, or a workflow that periodically grabs the data out of the db, writes out either DCRs or html files in TeamSite, sleeps, and restarts itself.
