Root cause:
Couldn't instantiate TemplateManager [datacapture.error_reading_tmplcfg.error.msg ]:Invalid byte 3 of 3-byte UTF-8 sequence.

why? can you tell me? thinks

Possibly you have invalid XML in your templating.cfg.
Can you check if templating.cfg valid XML ?
