uber-approval and deployment

We're using TS 5.5.2 SP4 on Solaris - we have separate branches in order to create secure zones (sub branches don't help with some of our security and access requirements). HOwever, we have a standards group that has a need to verify only certain content be reviewed (officially project documentation) prior to deployment, but other docs can go straight to their web site. Is there a method for creating an uber-group of approvers before final approval and deployment that spans across all branches? - and not TS admins.

Can't wait for 6.5's new security model.
