Output XML
gschwa
I have an XML DCR and I want to know if there is a way to simply generate it as an XML document? Basically I want to be able to save the XML document in my wwwroot directory to be used as a config file.

And the problem is ...?
A DCR is an XML document. If you want a
different
XML structure than that of the DCR, you can write a presentation template that outputs an XML document. (It doesn't have to output HTML.)

The problem is that the DCR can only be saved in the data directory and I need it saved to a directory within my wwwroot. Is there a way to have the DCR saved to a directory other than the data directory?

I think OOTB you would need to save the DCR, generate the desired XML using a PT, and then use OD to deploy it to the wwwroot directory.
For a more custom solution you could create a workflow or CGI script that would copy the properly XML formatted DCR or generated XML to your wwwroot directory.

Currently the DCRs must be saved under the data directory.
Of course, when you deploy your files to your web server you can change their locations. And if you are not running on Windows, you can create a symbolic link.

Note: A DCR is saved under the data/ directory but it does not have to saved *directly* under the data/ directory. You can have sub-directories there.
A general good-practice (perhaps best-practice) is to create a directory structure under the data/ directory that mirrors the directories [other then templatedata] that exist at the root of your workarea which, in turn, should mirror the directories found at the document root of your web server.
By doing this - in your case, you would be able to deploy the DCR from where it lives using the data/ directory as the source root area, to where you want it on your web site using the document root as the target root area - with no special coding to figure out how to move it into place.
