I've done this by simply adding the job description to the end of each task description in the workflow template. For example:

<grouptask
name="approval"
start="f"
lock="t"
readonly="t"
description="Content approval: __TAG__('iw_desc');">

You only need to do this for user, group and CGI tasks.
