Workarea permission change

We recently upgraded to 6.5, but have an issue now with workarea permisisons for a particular branch.

The workarea is shared, and was set to unix permissions to 1777, which means that anyone would be able to write into it. Developers with editor role were able to import files into the root level of this workarea before the upgrade. Now, they cannot (import grayed out!) But if a developer goes in as admin, they can import files into the workarea! What would have changed with the upgrade??? My impression was that the backend all remained the same (as far as files/folder permissions were concerned.)
