Saving DCR using a DTD

I have a datacapture template which references a DTD. When i save the a dcr the order in which it get saved does not match with the DTD.
Can somebody provide me with more info

Some additional information would be very helpful:
- TeamSite and FormsPublisher version including SP level
- Attaching the DCT and or DTD

Any other information you might have, did this used to work, is it a new DCT, etc.
