Actually i am trying to implement internationlization. Foe japanese content, in pages content coming properly but browser title and alt text is appearing as incoded characters

What encoding does the browser think the file is in? (If using IE, use 'View -> Encoding to see/change it.)
If it's not UTF-8, then try changing it TO UTF-8, to see if everything shows up OK. If it does, then I suggest adding a content-type meta tag to your HTML so that the browser knows to use UTF-8

I did put meta tag and because of that there no issue as far as page content is concern. It is coming fine. Only issue is with Browser title and alt text. Only these 2 things are not coming properly

Then I think we're back to needing to see the DCT and the PT that's causing the problem.
Also, what version of TS are you running, and on what OS?

TS 5.5.2 OS is windows 2000

Just as a suggestion for you, unrelated to your question, but when you post questions on the forum (and you've posted a few lately) it's considered good form to include this type of information at a minimum:
Software Version (TeamSite, OpenDeploy, etc.)
Service Packs installed
Operating System
Just thought I'd let you know as it seems to be a common question from responders to your posts. Even though you may have provided it in one post, it's best to include the information in each new question because responders will not usually go back and see what version of TeamSite you are using.
