choosing work flow path depending on the role

I am new to interwoven and am working on a dynamic workflow.
Its a concurrent review process and i want to implement it such that only one of the reviewers will have the ability to reject where every one else is only allowed to submit comments.

my problem is that my if comparison statement is not working.
any help would be appreciated.
