We have different plain html pages .
Is it possible to create one common template with a VF editor for all the different html pages?

Well, the VF allows authors to enter arbitrary HTML content so, yes they can do what you want. If your template consists of nothing but one VF field, you might as well just get them to install DreamWeaver and edit the HTML files directly.

Thanks for your response. My question is...Can I use the same template (that contains just a VF editor) to edit multiple HTML pages as We don't want to install DreamWeaver on each users's desktop.
In detail, I want to know if it is possible to create a generic datacapture.cfg with just a VF editor, one generic presentation template and mutiple data files (one of each HTML file). If so, how ???

In general, Yes.
It could create problems when you are using relative links and generating pages in different sub-directories using a single PT. (Not that it cannot be done.)

Just make sure you understand that there is a fundamental difference between *DreamWeaver Templates* and *TeamSite Templates*.

Sure you can. Afterall thats the whole idea of templating. You create one DCT, multiple DCRs, and generate multiple pages using one or more presentation templates.
Since you are asking this question it makes me wonder if you have created (or planning to create) a DCT/PT for each individual HTML page. I would question such an approach since it might be better to just edit the HTML directly.
There are a couple of good documents on this out on the support site that discuss the best practices. Search the KBs.
