xml syntax wrong for avail wf cfg?

I'm trying to get a new job workflow to show up for "joe" but none of the other masters. Is the syntax below correct? cause it aint showing:
<template_file name='Membersite Test Deploy' path='fhlbsf/member_test_deploy.wft'>
<command_list>
<command value='new_job' />
<command value='all' include='no' />
</command_list>
<role_list>
<role value='master' include='yes' allusers='no' />
</role_list>
<user_list>
<user value='joe' include='yes' />
</user_list>
<branch_list>
<branch include='yes' value='main/extranet' />
</branch_list>
</template_file>

It doesn't really matter what you specify for role, unless you only want joe to see it when he is a master, so go ahead and do:
<role value='all' include='yes' allusers='no'/>
Your problem with the user is not including the domain though, change it to:
<user value='domain\joe' include='yes' />
<user value='all' include='no' />

yeah the domain was in there but i omitted it for this posting sorry didn't mention that. I made your changes and it still doesnt work, wonder if again it's cause i'm on sp1 of that ts version and it had wf bugs that pertained this this?

Being that you're on windows, you probably have to change that / to a \ in your branch_list.

No it doesn't. It now looks like this and still does not appear when selecting new job.

Just to make sure some defaults are defaulting correctly, try the following:

active='yes'

Really going out on a limb, but I just wanted to rule it out first. My next suggestion would be to change your user list to:
<user_list>
<user value='all' include='
yes
' />
</user_list>
If this then works, you know it is an issue with the username.

When I place in the changes they still don't work. However when I make it available to everyone (via the user list value) it then appears, this has got to be a 552 sp1 bug that was fixed in later sp's.

The only other thing I would possibly suggest is making sure that the case in available_templates.cfg of domain\joe matches what joe sees when he logs into TeamSite in the upper right hand corner of the professional view (
master: domain\joe
). If you type the exact case from that into available_templates.cfg and it still doesn't work, I think you're sol,
