Auto regenerating parent pages

All content pages are static and are templated with the following structure in TST:

|--WebContent
|
|--TopLevel
|--BottomLevel
I have 2 levels in the hierarchy of WebPages pages; the top level pages contain links pointing to the pages one level below.
Requirement is that all the bottom level pages should appear as links on the top level page,
We have a portion in the TPL of TopLevel pages, which fetches this link from the DB and inserts it in the page at the time of generation.
So, right now this happens only when the top level page is regenerated. If a new bottom level page is created or an existing one deleted, the relevant links are not going to change until we publish the top level page again.
The requirement is to club both the operations together in a single cycle of content publishing.
Meaning, the same workflow should take care of
1. Creating the bottom level page.
2. The top level page to show a link for the new bottom level page.
What should be the best way to achieve this?

Without further details the obvious answer to your question is to regenerate the "top level page" when you generate a "bottom level page" - which you might have thought of yourself.
