OpenDeploy 5.6Sp1 not generating manifest file

We are using OD5.6SP1 on a solaris box as a receiver. I have set the infoStreamFormat to manifest and I cannot get it to generate a manifest file. I can see that the log files are being generated in the same directory that I am expecting the manifest to show up in but the manifest does not show. Any ideas?

Which configuration file did you change the infoStreamFormat in on which server (Base or Receiver)?
Did you restart the server after making that change?

I changed the odrcvr.xml file on the receiver. The base is the same one that we use to do other deployments and the manifest gets generated on those servers. It is really bizarre as to why this one will not generate the manifest. Should I just reinstall OD on the solaris box?

Yes I have restarted it multiple times trying to get this thing to generate a manifest. I can't find the problem anywhere.
