Copy To Area ignores security on target?

Platform = TS 5.5.2 sp4 on Solaris.
I noticed today that one of our users has used "Copy to Area" on a DCR from branch main/ProjectX/A to main/ProjectX/B and also to main/ProjectY/C.
The file system permissions however are set such that this should have been impossible. Copy To Area just ignored them?!?
Details
The annoying thing is that the DCR belonged to a template type that did not exist in these target branches, so the template type folders were created along. Users have permissions to create DCRs, but not to create type folders.
example :
main/ProjectX/A/.../templatedata/CAT/TYPE/data/dcr
copied to
main/ProjectX/B/.../templatedata/CAT/TYPE/data/dcr
in main/ProjectX/B, the CAT did exist before, but the TYPE did not.
Now, the thing is that the file system permissions on templatedata and CAT folders (ProjectX/B/templatedata/CAT and ProjectY/C/templatedata/CAT), were such that NO user can actually create/modify TYPE folders, except root (rwxr-x---). The user only has write access on the lower data folder. Still, the copy operation was done, and our templatedata structure is messed up :-((
Anyone notice that before? Any Fixes?
