Does anyone know if rotate_logs.ipl is a part of the product code? If so, what version(s) of the product did this belong to? I spoke to a consultant who thinks that it may have gone away with the 6.x versions. If anyone finds it on their system, can you post what version/platform it is? Thanks!

The purpose of the script (as I know it) was to keep most of the logs from becoming absolutely gargantuan in size, and allow the rotated-out files to be removed after a period of time to reclaim disk-space.

If you don't care about holding onto the old log information - you can use other techniques that basically replace each file with its last N lines - thus not being a log-rotater - but a log-size-reducer.

A number of the log files now support built-in rotation schemes (but not all) - and for those, you really just need something that will remove them after they've gotten to be some-defined-period-old (e.g. 7-days, 1-month, etc.) to reclaim disk space.

As long as the data is sitting there and you're backing up the log directories - you shouldn't have a problem retrieving the old log files from backups - but generally you'd like to keep sufficient history around "live" to avoid having to dig through backups unless absolutely necessary.
