Sure you can. you can loop through your replicant in your PT using iw_iterate and then each time you are in the loop you can execute your extended attribute command something like:
$iwhome/bin/iwextattr -s KEY=VALUE FILE_PATH
You can execute this command multiple times to set extended attribute for title, effdate and expdate; You may also be able to specify multiple key-value pair in the same command, I don't remember on top of my head if that's possible.

If you're using TS 6.5 (possibly 6.1?) you can collect all the key-value pairs into an XML formatted string and set them all in one invokation of iwextattr using the '
-x
' option.
E.g.:
my $eastring = qq[<ealist><ea><key>TeamSite/Metadata/foo</key><value>bar</value></ea></ealist>];
open(PIPE, "|$iwhome/bin/iwextattr -s -x $vpath);
print PIPE $eastring;
close(PIPE);
If you run
iwextattr -l -x
vpath
it will show you the DTD for the XML construct.
