submit.cfg vs. CALCS

Can someone please explain the difference between using CALCS and the submit.cfg file? From what I am reading, CALCS is used to touch existing content, whereas submit.cfg is for setting development permissions so that CALCS does not have to be used at a future date.
Additionally, does anyone have examples of submit.cfg files? In particular, I am looking for (WINDOWS) examples for file extensions, as well as directories. Currently, my directories are showing up as non-editable.
I was told there was a best practice area on Devnet for this, but have yet been able to find it.
