iwextattr

I am running TS on Windows Server 2000, and I am trying to migrate content to the new server. However when I run the IW provide utilies get_attributes.ipl, (as well as my own versions that I wrote), I get the error:
ERROR:5000068 Error connecting to server:
It appears that this is being thrown in the iwextattr call. Memory isn't an issue, I am thinking that I am hitting too many open files. Has anyone else seen this behavior? I can throttle this, but that isn't really the answer I am looking for.
1 - Does iwextattr leave files open without cleanly closing them?
2 - Is there a way on NT to increase the number of open file descriptors?
3 - Maybe the issue is something completely different, any ideas?

This article is about the same problem on 6.5 but under Windows 2003. I think it might be very similar to your problem, though:
