The answer to this question is server-dependent. Specifically, the MediaBin server derives its video capabilities from two sources. First it requires the installation of QuickTime and will support all formats supported by the installed QuickTime codec. Also, MediaBin uses Microsoft's DirectShow components. The test for this is that MediaBin will be able to display any format viewable by Windows Media Player.
The second is the more versatile option, since the MediaBin server uses DirectShow filter graphs to produce streaming previews (usually at a lower resolution and/or frame rate as determined by the user settings). DirectShow (DirectX) is not limited to the default codecs downloaded with package, but can be extended. Many companies offer add-on DirectShow filters for formats such as MPEG-2 and every oter popular format.

If you retrieve a video with a task consisting of the Flattener and then the image encoder of choice (i.e., JPEG, Tiff, etc.), you will get the first frame.
