telnet> qAny idea why I would be able to connect with telnet, but DD wouldn't be able to connect? Where should I look for further explanations that might help to resolve this problem?

There had been a firewall issue earlier in the morning, and apparently once that was resolved we needed to restart the OD Base Server (caching?) - and then the DD command worked as expected.
