issue with DCR:Invalid byte 2 of 3-byte UTF-8 sequ

Hi All,
I am facing this unusual problem once I update my DCRs.
Initially I have a datacapture.cfg and few DCRs which opens properly if viewed/edited.

I hav a custom utility(ipl) which adds single defined element in this datacapture.cfg and DCRs.
But after adding one element if I try to view/edit the DCRs it gives me following error message.

'Unabale to parse DCR
Couldn't parse DCR bytes into DOM [unable_to_parse_dcr ]:Invalid byte 2 of 3-byte UTF-8 sequence'

I have following definition of the datacapture.cfg file
