Set up this preprocessor, ootb configuration - but it does not seem to be picking up <META> tags. It grabs the <TITLE> tag, but nothing else. Am I missing something here?

Are you running just the TaggerGUI to see the captured items or are you running iwgenmetadata?

Reason I ask is that it may very well be getting the meta field it is just not being pushed into the MetaTagger area of the imd, but remaining in the native area, <documentMetadata/>. In you Content Processor Stages: Processors are open the processor in question.
1. iwmthmlproc
2. iwmtfilternativemd -native META -native title

This should push the field values to the EAs.

Lisa, one of the engineers on the team, is having to constantly remind me of this - hope it helps you.

Once you add it don't forget to bounce the server before you test.
