trustee browser VS workspace creators

I have a doubt with "trustee browser" and "workspace creators" in a facility. What differences do exist? What users must I include in each one? Which is the functionality of each one?

WorkSpace Creators can create new WorkSpaces in that particular facility.
Trustee Browsers cannot create WorkSpaces. The Trustee Browser can (with the proper WorkSpace privileges) manage the WorkSpace and all content within it, but they can NEVER create a new WorkSpace.

WorkSpace Creators are automatically given the Trustee Browse privilege.
