Prevent "major version" option on check-in

We would like to prevent a user from choosing the major version choice when they check-in a document.  Minor versions would be the only thing allowed.

Is there any way to accomplish this?

You have to customize  the checkin component. You can comment out the radio button that offers the choice of "Major version" in the checkin.jsp

The standard checkin configuration is located in webcomponent/config/library/contenttransfer/checkin/checkin_component.xml
