Permission error in DA and DAB

Hi ,

In Documentum Apllication Builder,if we right click the lifecycle and go to Properties-->Permissions,the drop down is appearing as non editable(even after checking out the object).However,the permission sets were present under Security in Documentum Administrator.

Even in the Documentum Administrator,while creating new users,if we click on the "Select Permission",none of the permissions are being displayed.
