When a workflow is initialized (a Submit for example) do all <template_script> blocks get parsed and executed?

I am looking at the the solutions/author_submit_with_email.wft and there is large code block in the root of the workflow template then there is a smaller block within the <externaltask ... /> node. I am wondering if the template script within the external task is executed at that step or if it is executed when the workflow is initialized?

All of the <template_script> code gets processed. Some of it, like the code inside the <externaltask>, doesn't need to be executed because it only serves to generate the job spec XML after all of the inputs are gathered, but the WFT instantiator has no way of knowing that, so everything is executed every time.
