ASPX Directive fails during preview

We are using TS5.5.2 on Windows 2000
Our environment is MS.NET. Our tpl will correctly build the page during generation. However, when we want to preview the page, we have to physically remove the code behind reference each time our users want to preview the page. We would like to output the page directive only during generation but not have it during preview.
There seems to be limited posts regarding this and there doesn't seem to be any real answers on how to do this.
I would like to do something like this:
if (preview)
{
iwpt_output('');
}
else
{
iwpt_output('<%@ Page language="c#" Codebehind="page.aspx.cs" AutoEventWireup="false" Inherits="Web" %>
}
Any help or tips would be helpful.
