I need a dql query to achieve the above result

How are you defining "active" (vs inactive)?  In order to track how many users are accessing a folder, you would have to have already enabled auditing for the folders.  As for "security administrators" for the folder, there is no role/user defined like that in Documentum.  You can query to see who has what permissions for a particular folder as well as who is the owner of the folder.
