Server Utilization

We have Teamsite 6.5 SP1 on Win 2003 server with 8 CPU and 8GB of RAM.

There are no other application running on this server. However, I see that the CPU utilization of iwserver keeps on fluctuating from 0% to 13% even though there are no activities. I want to know if this is normal behavior.

Short answer: Yes. Background tasks are still being done per CPU cycle even though there is no activity. Not to mention the all the Windows services... which is most likely the cause.
