Is it possible to stop a document versioning in documentum?

I have a requirement where I want users to be able to create only one version of a document in our documentum repository. If someone wants to modify the document they should create a new document with different document name. Is this possible? Is it possible to stop versioning of documents of a custom document type ? or by any other means?

Should they still be able to change attributes? If not, then simply changing the ACL after the initial version has been created should do the trick (e.g. READ permission for everybody).

Otherwise, you could implement a TBO that prevents creating more than one version.
