This is supported in original 6.5 version. I wouldnt see why the feature wouldnt be supported in a service pack. Are you getting errors?

Yes, I was getting the "DM_POLICY_E_EXIST_NO_BP_LOG" error when I tried to promote a document to a state for which I had set a docbasic procedure as Action proc. But it was due to a scripting error as I found!! The issue is fixed and now the document is getting promoted.
