Notify owner when content is out of date

Our users have requested that they be notified via email if a file goes a year without being modified. If there is metadata for the file, is it possible for me to parse it all and compare the modified date to the current date and send off an email if it has been a year or longer? Any suggestions on how I would go about this?
I'm on Windows 2K3 and TeamSite 6.1

Hi,
that's the basic concept of our email notification mechanism:
1. our DCTs contain a field named "notification date"
2. if a DCR is submitted to staging, DAS is triggered and the DCR information inclusive
the given notification time and the author's userid is written into a SQL server
3. Daily a perl script runs on our Ts server, does some basic sql and generates the right email to the authors
4. the generated (HTML-)emails contain links to the DCR itself and to the corresponding
generated HTML page, so that the author can quickly view the page or open the DCR.
We use this mechanism for two years without problems.
Furthermore we have some deploy time and page deletion timestamps in our DCR...
