File Encoding Problem with TS 6.5 SP 2

I want to create a text file in Presentation template with utf8 encoding. But it is not creating utf8 file. It always creates file with default ANSI format.
I tried following two methods

1) require TeamSite:CRparser;
$string = TeamSite:CRparser::utf8_normalize_string("iso-8859-1", $string);

2) use Encode;
$string = encode("utf8", decode("iso-8859-1", $string));

First method was working with TS 5.5. Whereas second method was working before installation of SP2. After SP2, none of the two methods are working. I also tried removing the encoding but that too does not work.

Please help.

How are you writing the file? Are you using an iw_ostream, or just opening a file using perl? If you're using perl, have you specified UTF8 encoding? For example:

open (TEMPFILE, ">:utf8", "$file_name")

I wouldn't have expected a service pack to cause this change of behaviour though. Can you think of anything apart from SP2 that may have changed recently?
