How to dynamically generate workflow task

I need to generate a workflow with situation-dependent task flow. My initial thought is to generate a string of <usertask … </usertask> in

<template_script><![CDATA[
$task_string = “<usertask … </usertask>”;
]]></template_script>

Then use __INSERT__(“$task_string”) to print into the middle of task flow. Is there any risk or limitation associated with this approach. It seems to be working based on my simple try. Is there a InterWoven recommended solution for this situation though?
