How to get data from database in forms

I have an interwoven database that supports multiple locales.
I want to create a form with some labels-but I want that these labels should be queried from the database so that we get the font specific to that locale.
How should it be implemented?

The FormAPI document doesn't mention any get/set methods for item labels, so that would seem to be out.

It should work through an inline though.

Start the inline by calling the Db and retrieving the labels.

Write out the datacapture XML inside a block, inserting the labels retrieved from the Db.
