New 4.1 SP1 install failing

I have a brand new install on a test server that we are trying out. I cannot get the configuration manager to come up. All I get is a blank screen.
This is what I have done:
1. Install Windows 2003 EE
2. Install SQL Server 2000 SP3
3. Install WorkSite MP 4.1 SP1 Server
4. Start the Process Manager
5. Start the Configuration Manager
This is what is at the end of the cms.ConfigurationManager.worksitemp4.log file

All that happens is a blank Configuration Manager window. What is wrong?

Forgive me in advance for suggesting something that may be obvious...
It sounds like Configuration Manager comes up (i.e, you get the splash screen) and then you get the an appropriate window, but it's blank. Can you try minimizing the window and then maximizing the window again?
Long story, but there has been an intermittent, difficult-to-reproduce refresh problem with Configuration Manager (and Library Manager) on Windows for some time. It seems worse with Win 2003.

That seemed to do it. Is this error documented somewhere?
