Restrict the user in WP

We have several departments and associate users. These users are creating new content through Web publisher in any department.

we need to restrict user so that user should be able to create new content in concerned department only not in others departments.

What would be the best approch to implement this?

What do you mean by "in any department"? Is it a Cabinet or a subfolder in a Cabinet, or what?
