Prolem in UTF-8 Encoding

I am using perl script in tpl file to generate DCR XMLs. I am giving first line in the DCR that I am generating through perl as <?xml version="1.0" encoding="UTF-8"?>. But the file encoding remains ANSI. When I try to parse this DCR, it gives parsing error as it doesnot recognize the unicode characters. I am using Teamsite 5.5 and it uses Perl 5.005. I looked for help on encoding the xml string that i am generating to be encoded in UTF-8 format but what i inferred is Perl 5.005 does not support UTF-8 encoding. Please Help!!

Basic suggestion: Upgrade to 6.5 which uses Perl 5.8.2 which *does* support UTF-8 reading/writing of data - 5.x version of TeamSite are no longer supported and you're only going to run into more problems which have been resolved in later releases that will take considerably more effort to resolve using an obsolete version.
