Webtop Preset not working on group members?

Hi,

We tried to set up the preset and apply to some user individuals and group (with hierarchy, include all users in enterprise). It's very weired that it's working for individuals, but not working for group members at all. Is there any limitation on Preset or any clue I can try to find out the root cause? Any body can help?

Our webtop version is webtop66 sp2 and our content server is 65 sp2, and I had checked the log, seems nothing special.
