could you tell me please what is the permission for minimum permission for adding comments to a workflow?
Is this comments on the workflow directly or comments/annotations on workflow attachments? If you are performer in the workflow, you should already have writes to add comments to running workflow. If you are talking about comments/annotations on workflow attachments, you need at least RELATE permissions on the attachments.

I have found out the problem.When I don't add a package to workflow it is not possible to add comments as well.You know i mean comments when I user can add while completing a task.I wonder, there are many situations which there is no document but the comments, and they should be kept .
Curious, if there are no documents, what is the activity performer actually doing and commenting on? There's got to be some kind of information exchange/collaboration. It might not be through documents, but to me, there should be some sort of attachment to workflow (eg form, folder, etc - that contains metadata).
