system command in ipl

So if I understand you correctly.
You want to call a perl script from another perl script?
Why not add the functionality from code_inperl.pl to the first script or better yet into a module?

Well, if this is in reference to TeamSite, you should be using iw-perl, which is located at <iw-home>\iw-perl\bin\iw-perl. You should also include the full path to the perl script you are executing. I would also recommend against using the system command and either using the qx() syntax or back ticks.
But a better question is, why are you calling another perl script from your existing perl script? In general this is a bad practice. If you find you have code you need to execute in multiple scripts, you should create a perl module for this. Forking multiple processes from one process should be avoided unless completely necessary.

yah correct but for now i just want to run that script no time to integrate it.
just want to excute. if not possible i will do it as a module/function.

As Jeff noted you should be using IWPERL. It is possible just not a best practice.
