submit button handler2

I want to customize the submit button on Team Site.
Whenever a authorised user checked a html file and click on submit button..then i want to check that some extended attribute of that file set or not..
If they are set then user can submit that file to the Staging area....
But if not then one pop up should be displayed....

You're not customizaing the submit button - you're customizing the workflow instantiated by clicking on the submit button - therefore you should be looking at creating a custom submit workflow to do your initial processing and it can either continue on from there or perhaps call another workflow based on what it finds.
