Problem on displaying french special characters

I don't have problem on displaying special characters like é in DCT. However, when I move them to the javascript file. It doesn't display correctly. The code snippet is as follows:

I used 4 ways to encode É and none of them works (I put in space after & because the forum automatically changed it to É).
