Limiting sum total of replicants

Replicant A - max=15
Replicant B - max=15
Replicant C - max=15
Replcant A+B+C - max=15
In other words, there can be a total of 15 instances of a replicant, spread across containers A, B, and C.
In theory, a replicant add event can be put in place and reject a new replicant if there are already 15 total instances in place. (Perhaps with a global counter.)
Would this be a reliable approach?

It would probably be a reasonably reliable approach - though your post begs the question of WHY?
What is it about the design (or use-case) of this template that requires a maximum of 15 instances of any combination of A, B, and C replicants?
It's not absolutely necessary to have a good rationale for it - but it would help others to understand what you're doing and perhaps be able to offer alternative design ideas.

I've never used the new replicant add/delete formApi events, and want to make sure they are reasonably reliable before diving in.
As for the use case, the template is a content-type based template. The user can select to have 1, 2 or 3 columns, and then select from multiple data-types within the columns. Each of the data-types is controlled to limit the size. They want to keep the total size of the page under control. If there is only one column, then 15 total items would be reasonable. However, with three columns, 15 per column would be excessive. Thus, the desire to control the total number of items. (An alternate approach would be to divide the count, and allow 15 per column in 1 column, 8 in 2 column and 5 in 3 column.)

Ah - okay - that makes a bit of sense.
The 6.5 additions for event handlers on replicants work nicely - so I think you're heading in the right direction.
