Error in Documentum 6.6. DA

I downloaded and installed EMC Documentum 6.6 from EMC Community Site.

I can't create New Document in Webtop and DA.
In DA Click on File > New. Input Name of New Document, but Type and Format fields unavailable. System recommends ask Administrator.
