Updgrading DBI (Error in nmake)

Hi,

Environment : TS 6.5, windows 2003, Oracle 10G

I am upgrading DBI module using CPAN utility in $iwhome/iw-perl/bin
Firstly, I installed a compiler after reading lot of posts in devnet.
Compiler : VC++ Toolkit 2003. I ran the vcvars32.bat in VC++ folder so that it can set-up the PATH, INCLUDE and other environmental variables for the compiler.
Then,
cpan> get DBI (Downloaded the necessary files to

\.cpan\build\DBI-1.50)
next,..
cpan> exit

\.cpan\build\DBI-1.50> iwperl Makefile.PL (success!)
next,

\.cpan\build\DBI-1.50> nmake
It failed here, saying...
d:\iwhome\iw-perl\lib\CORE\win32.h(59) : fatal error C1083: Cannot open include file: 'windows.h': No such file or directory
NMAKE : fatal error U1077: 'c:\windows\system32\cmd.exe' : return code '0x2'
Stop.

Is this VC++ Toolkit 2003 is not a full versioned compiler?
Alternatively, can I use any non-microsoft compilers or Is there any free Microsoft SDK available for download?

Looks like windows.h is not in the include path. What is the value of INCLUDE env variable?

This is the value:
INCLUDE=C:\Program Files\Microsoft Visual C++ Toolkit 2003\include;
And yes, windows.h is not in the includes folder.

So, Is this VC++ Toolkit 2003 is not a full versioned compiler?
Alternatively, can I use any non-microsoft compilers or Is there any free Microsoft SDK available for download?
