Probably because the membership in the facilities where the workspaces are is different. In the Workspace membership picker, you will only see users that are members of the facility where the workspace was created.

We have assigned the master realm including AD users and WSMP users to the member of the facility by library manager for both workspace. Why in development, we can see the organization from AD but no organization in production one?
