"Search TechLibrary" box becomes checked

Someone may want to look into this, but when I'm on the "Advanced Search" page here and uncheck "Search TechLibrary" and hit SUBMIT, the form posts but the redisplayed form shows the "Search TechLibrary" box as being checked.
